Ice’Shay Penney is the founder of Felix & Kincaid Consulting. Her blended Black and Mattaponi heritage reflects the strength, resilience, and cultural traditions of both lineages, shaping her lifelong commitment to advocacy, justice, and community empowerment.
She earned a Bachelor’s degree in Tribal Governance and Business Management from Northwest Indian College, where her studies focused on sovereignty, governance, and Indigenous law. In 2025, she was formally admitted to practice before Tribal Court as a Tribal Spokesperson, further strengthening her ability to represent and support individuals and families navigating tribal legal systems. In addition to her academic and professional accomplishments, she holds certifications in advocacy, peer support, disability services, and community support programs.
Through Felix & Kincaid Consulting, Ice’Shay Penney and her team provide Tribal Spokesperson services, disability advocacy, legal document preparation assistance, and community-based support services. The organization's mission is to deliver culturally responsive, accessible services that recognize the unique needs of Tribal communities while promoting self-determination, advocacy, and equitable access to resources. Her work is grounded in both professional expertise and a deep understanding of the communities she serves.
As a proud descendant of the Powhatan Confederacy and a proud Black woman, Ice’Shay carries forward a legacy of strength, leadership, and cultural pride. Her vision is centered on preserving families, honoring Tribal sovereignty, and ensuring Native voices are respected and represented within legal, governmental, and community systems.
